Communiqué on Whistleblowing
Introduction
One of the most wide-spread tools used by corporations to facilitate whistleblowing are confidential Fraud Hotlines. Several fraud surveys conducted in various countries over the years have indicated the value of anonymous reporting mechanisms as a means for detecting unethical behaviour in the workplace.
Considering this fact, the Walter Sisulu University (WSU), through the KPMG FairCall service, provides its employees, students, stakeholders and members of the public with a number of confidential mediums to report any form of unethical practice, including Fraud, Sexual harassment Racial discrimination etc, in an Anonymous and secure manner.
2. Communication Mediums
To report incidents, the following communication mediums can be used:
2.1 Dial 0800 212 582 from a Telkom Landline / Cell Phone and wait to be transferred to an Operator.
This is a Toll-free WSU-KPMG Fraud Hotline Call Centre that is manned on a 24-hour basis and is located at an undisclosed location. The Reports can be made Anonymously in any of the eleven (11) South African official languages,
You will be given a reference number. Keep this confidential as you will need this number if you make a follow up call (call at a later date to add additional information to the original report) or to request feedback on the original call.

Reports may be Faxed to the above-mentioned Fax Number. Should you wish to use this method, please include as much detail as possible, including that the report is in respect of WSU. It is also important to contact the Call Centre for a Reference Number which must be included in the Faxed Report.

3. Guidance on How to Report
You may remain anonymous. Provide full detail in respect of the fraudulent, corrupt or unethical practice. Such details may include:
3.1 Who is involved or doing what?
3.2 What has happened?
3.3 How is it done and how often is it done?
3.4 Where is it done – exact location or place?
3.5 When was the incident observed, dates and times?
3.6 Value involved – estimated monetary value.
4. What to Report
Staff members, students, stakeholders and members of the public, are encouraged to report the following incidents, amongst others:
4.1 Fraudulent activities / Corruption,
4.2 Class/Examination irregularities,
4.3 Misuse and abuse of financial aid/bursaries,
4.4 Damage to property and environment,
4.5 Abuse of grants and research funding,
4.6 Practices of favouritism/nepotism,
4.7 Conflicts of interest,
4.8 Any form of intimidation,
4.9 Solicitation of kickbacks in exchange for contracts or favours,
4.10 Any form of bribery and 3rd party collusion.
